The method comprises the following steps that S1, an unloading function isplanned according to instruction angular momentum or actual angular momentum of a to-be-exited flywheel wi at the switching moment of the flywheel combinations; S2, the planned unloading function isapplied to the exited flywheel wi as an angular momentum instruction from the switching moment, and the angular momentum of the flywheel wi is unloaded to zero; S3, when the angular momentum of the flywheel is unloaded, the unloading angular momentum is fed forward to a controller for calculating of a new control instruction angular momentum; and S4, new control quantity is used for calculating the instruction angular momentum of all flywheels through a distribution matrix of a flywheel combination b, and the instruction angular momentum is applied to each flywheel in the flywheel combinationb.
