The technology comprises the steps that after being mixed, aluminum ash and water are hydrolyzed for 20-30 hours at 80-100 DEG C to obtain a solid-liquid mixture and ammonia gas, and the solid-liquid mixture is filter-pressed, dried and smashed to obtain a dried product; the dried product, papermaking white mud and a finished calcium aluminate powder product are mixed to obtain a mixture; the mixture is fired at 1,200-1,350 DEG for 30-60 minutes to obtain calcium aluminate powder; the calcium aluminate powder and hydrochloric acid are mixed and subjected to a reaction according to the mass ratio of1:(1-5), and through precipitation and filtering, the liquid-state water purifying agent and the waste residues of the water purifying agent are obtained; raw materials of the accelerating agent comprise, by weight, 30-80 pa |
