The outer surface of an inspection tool filler is coated with a carbon fiber cloth, a cavity of a mold is sealed by a vacuum film bag, and a resin material is injected into the sealed environment to fix the carbon fiber cloth and the inspection tool filler. Before the resin material is poured, a sealed environment is form between the vacuum film bag and the mold cavity by vacuumizing to ensure that the resin material is sufficientlywetted to all the contact faces of the carbon fiber cloth and the inspection tool filler. By means of the method, the mold cavity of the single-sided mold can ensure the outer dimensions of a manufactured inspection tool blank.
