The turning device comprises a mounting frame with fixing shafts, and a flat panel frame with a driving mechanism and a rotating frame part, wherein the fixing shafts penetrate through shaft holes formed in the rotating frame part; and the driving mechanism is connected to the fixing shafts in a transmission manner.
