The steel has the chemical composition bythe mass percentage: 0.32-0.40% of C, 0.90-1.25% of Si, 0.85-1.30% of Mn, 0.008-0.045% of P, 0.055-0.095% of S, not more than 0.35% of Cr, not more than 0.30% of Ni, not more than 0.25% of Cu, not more than 0.10% of Mo, not more than 0.035% of Al, 0.030-0.070% of Ti, 0.25-0.35% of V, 0.009-0.022% of N, and the balance Fe and impurity elements.
