The invention provides a novel driving fixed pulley steel wire rope out-of-slot alarm device which comprises a driving fixed beam and a fixed pulley block and further comprises a out-of-slot alarm component, wherein the out-of-slot alarm component comprises a swinging plate, a fixed part and a lifting limiter, the swinging plate is arranged between two fixed pulleys, is of a rectangular slab-shaped structure and comprises an upper rod part and a lower rod part, the rear end of the upper rod part is connected with the upper end of the lower rod part through a bent rod part, a steel wire rope connecting hole is formed in the front end of the upper rod part and is connected with a heavy hammer limiting block through a first steel wire rope, the heavy hammer limiting block is connected with alifting limit switch of the lifting limiter through a second steel wire rope, a fixed hole is formed in the bent rod part, and two cross rods are symmetrically arranged at the lower end of the lower rod part in the axis direc
