description The invention relates to a VoLTE call continuing method and system based on pre-paging. The method comprises the steps that: a call initiated by a VoLTE calling terminal is forwarded to a pre-paging server; the pre-paging server initiates paging to a VoLTE called terminal at first; therefore, the called terminal is in an RRC connection state; then, the call is continuously continued to the calledterminal; and thus, communication connection between the calling terminal and the called terminal is completed.
