The propulsion device includes a pod front power device. A liquid flow outlet of the pod front power device is communicated with a bypass passive thrust vectoring nozzle. The bypass passive thrust vectoring nozzle is equipped with a pod connecting end on the outerwall. The water flows through power components of the hull and then flows through a transition section into the bypass passive thrust vectoring nozzle, when the bypass passive thrust vectoring nozzleworks, the water will be deflected to further subject the hull to a left or right control force, then a corresponding control torque is produced, and the traveling direction of the hull is changed.
