Residual gas discharged in the production process is absorbed by utilizing an inert absorbent, wherein the introduction amount of the residual gas is 100 to 160m per hour, the inert absorbent is sent into a desorption tower to be desorbed after the absorption is completed, the number of tower plates of the desorption tower is 15 to 20, a reflux ratio is 1.1, the chlorine is discharged from a tower top and enters a storage tank, and residual liquid is discharged from the tower bottom and harmlessly treated.
