The wrapping layer out of the conductive core body comprises an insulating layer which comprises predetermined parts by weight of the following components: TPU, SEBS, polypropylene, a compatibilizer SEBS-g-MAH, silicone rubber, graphite, mixed rare earth elements, an ultraviolet ray absorber, rubber-grade stearic acid, titanium dioxide, tetrabutyl titanate, dibasic lead phosphite, aluminum hydroxide, magnesium oxide, nanometer zinc oxide, silicone rubber-grade precipitate silica, monazite and unavoidable impurities, wherein the mixed rare earth elements are composed of predetermined parts by weight of dysprosium, scandium, lutetium, lanthanum, erbium, samarium and holmium.
