According to the method, a flowing injection-online ion exchange enrichment-spectrophotometric method is used, wherein the effective sizes of the ion exchange column used by the online ion exchange enrichment comprise that the inner diameter is 1.0-3.0 mm, the length is 10-30 mm, and the volume is 50-200 [mu]L, the filler is a strongly basic anion exchange resin, the used eluent is a neutral salt water solution, the concentration is 0.005-0.05 mol/L, the flow rate of the water sample during enrichment concentration is less than 5.0 ml/min, the flow rate of the eluent during elution is less than 5.0 ml/min, the elution time is 2-8 min, the flow rate of the reaction reagent is less than 5.0 ml/min, the concentration of the reaction reagents is less than 0.05%, and the reaction temperature is room temperature. With the method of the present invention, the automatic and rapid determination of the trace chlorine ions in the electric power plant water vapor is achieved, and the detection limit is 0.5 [mu]g/L.
