The invention provides a corrosion and scale inhibitor with a new formula and a method for preparing the corrosion and scale inhibitor. In an open type circulating cooling water system, the usage amount of the tungstate is reduced to prolong the service life of equipment. Meanwhile, pollution discharge operation is avoided to reduce waste of a water source. The novel corrosion and scale inhibitor is prepared by compounding tungstate and organic phosphate, the synergistic effect between tungstate and organic phosphate is used for achieving a purpose of corrosion inhibition, and the corrosion inhibition rate is smaller than a national carbon steel specified value of 0.075mm/a.
