Zusammenfassung:	A vehicle management system for managing a plurality of vehicles used by a plurality of users is characterized by being provided with: a utilization management means that accepts utilization of a vehicle by a user and that sets, when accepting the utilization, a location at which the user should return the vehicle after the vehicle of interest is utilized by the user as a planned return site from among a plurality of parking spaces; a return determination means that determines whether the vehicle has been returned to the planned return site set by the utilization management means when the vehicle is returned after having been actually utilized by the user; and a return permission means that permits the return of the vehicle when it is determined by the return determination means that the vehicle has been returned to the planned return site that has been set.
