The stranding cage frame, the rotation shaft, the bearing, the large lead disk, the two small lead disks, the composite distribution head and the equant yarn head rotate at a high speed so as to successively strand the lead thread and the water-blocking yarn to the outer surface of a central lead thread, and a first lead layer, a second lead layer and a third lead layer are formed. The wrapping device is additionally provided with a water-blocking yarn device, and conductor gaps are uniformly filled with the water-blocking yarn, so that the water blocking effect of a conductor is realized.
