The preparation method comprises the following steps that 1 sheet-shaped polyving akohol is selected to serve as a raw material, and then the raw material is dried to constant weight; 2 a compound plasticizer and the dried sheet-shaped polyving akohol raw material are evenly mixed in a mass ratio of 0.1-0.85:1.0, and when the sheet-shaped polyving akohol is swelled into a condition that no obvious liquid is generated on the surface of the sheet-shaped polyving akohol, modified water-soluble polyving akohol which can be fused and processed is obtained. The preparation method has the advantages that the technique is simple and convenient, the industrialization is easy to achieve, the production cost is low, the energy is saved, and the environment is protected.
