The device comprises a neutralization unit, a press-filtering unit, an ammonia adjusting unit, an evaporation unit and a pelleting unit, wherein the evaporation unit comprises a high-concentration evaporation system and a low-concentration evaporation system which are connected in series; the low-concentration evaporation system comprises 2-6 evaporators which are connected in series in sequence through a gas tube and a liquid tube in sequence; the inlet of a first-effect evaporator is directly communicated with an initial outlet of heating steam; an inlet liquid tube of the first-effect evaporator is directly communicated with an initial outlet of a material liquid; the high-concentration second-stage evaporation system comprises 2-4 evaporators which are connected in series in sequence through another gas tube and another liquid tube; an inlet gas tube of a tail-effect evaporator is also directly communicated with the initial outlet of the heating steam; an outlet liquid tube of the tail-effect evaporator is adopted to output concentrated material liquids to later units. By adopting the device and the production method, low-concentration acid liquids can be reasonably treated, a neutralization liquid can be effectively heated and concentrated, the limit bottleneck of a dilute acid containing wastewater neutralization treatment recycling technique can be broken, qualified products which are commercially available can be produced with relatively low cost, and the wastes can be turned into wealth.
