The process is mainly characterized in that the magnetoelectric demulsification device is mounted at the rear of a mixing valve and in front of an electrical desalting system, and the electro-desalting current can be reduced, so as to reduce energy consumption and improve the adaptability and stability of the device; a final-level electro-desalting tank is injected with water, desalted water and an emulsion layer of a next-level electro-desalting tank are re-injected to a former-level electro-desalting tank, and oily waste water and an emulsion layer discharged by a first-level electro-desalting tank is subjected to outboiler oil removal treatment; a magnetic anti-scaling device is mounted on a water draining pipeline, so that drained water of the next-level electro-desalting tank is qualified without considering a case of dehydration and oil containing but only considering a case of water containing and salt containing after removal. The process can reduce electricity consumption, improve the desalting efficiency, increase the removal rate of metal ions, reduce the volume of the desalting tanks, improve the device applicability and reduce operating fluctuation.
