A water outlet of the insulating water tank is connected with a lithium bromide refrigerating unit, a fan coil and water supply inlets of combined air conditioners, a water outlet of the lithium bromide refrigerating unit is connected with the fan coil and the water supply inlets of the combined air conditioners, and the fan coil and water outlets of the combined air conditioners are connected with a water return port of the heat recovery water tank and a water return port of the lithium bromide refrigerating unit. The heat energy recovery device is used for recovering waste heat generated in the operating process of an air compressor, heat loss is avoided, heat energy provided by heat recovery is used for driving the lithium bromide refrigerating unit, the purposes of saving energy and reducing emission are achieved, cost is saved for enterprises, and the power shortage problem is solved for the society.
