Through information interaction between the monitoring device and the vehicle-mounted wireless communication device, the monitoring center can realize dynamic monitoring on vehicles driving on the road. When the vehicle is lost and needs to be navigated, in the conditions in which the vehicle has no navigation or navigation fails, the vehicle can seek for help from the monitoring device at the road side or vehicles around the vehicle so as to acquire the geographic information of the position where the vehicle is located and the navigation router needed by the vehicle.
