The environment climate information of a current electrical device is obtained through a meteorological radar early warning module, climate warning information is accordingly generated, related information is accordingly obtained from an electrical device configuration resource database, an electrical device information resource database, an electrical device terrain resource database and a meteorological information database through a central data processing module, the related information is sent to a GIS module, an electrical device climate geographic information electrograph of the electrical device is drawn, and dispatching workers are prompted to conduct tracking.
