Zusammenfassung:	The present invention addresses the problem of providing an agent which improves a hydrophilic characteristic of a protein, and which can effectively increase water permeability (swelling) of hair and skin and the like, while suppressing damage to the hair and the skin and the like which comprise the protein. The present invention resolves the problem by providing an agent that improves the hydrophilic characteristic of the protein, and contains protein-glutaminase, and also providing an agent that improves the hydrophilic characteristic of the protein, and contains both protein-glutaminase and transglutaminase.
