The overloading mechanism comprises a supporting piece connected to the other end of the base in a fastened mode, a rotating shaft horizontally inserted into the supporting piece, a hand wheel connected to one end of the rotating shaft in a fastened mode and a loading cylinder connected to the other end of the rotating shaft in a fastened mode. The elastic component and the loading cylinder are coaxially arranged and in interference fit with each other. The loading cylinder is capable of moving along the outer edge of the elastic component in the axial direction. The drive rotating disc is connected to an output shaft of a motor. The driven rotating disc is connected to the torque rotating speed sensor.
