The speed of each motor vehicle is detected in real time when the motor vehicles get over a stop line; the needed passing time for each motor vehicle to pass through an intersection is worked out, the needed time T for the nearest motor vehicle to get over the stop line is compared with green light remaining time t of the release direction, and if the needed passing time T is longer than the green light remaining time t, the green light is controlled to become the red light in the release direction. In the mode, when the intersection is congested, the vehicles are prevented from continuing to get into the intersection in a light changing mode; when the red light is switched on, if the motor vehicles continue to get over the stop line and get into the intersection, red light violation behaviors of the motor vehicles can be recorded by the system, intersection congestion aggravation is prevented, and equipment investment is also saved. The red light violation behaviors are also recorded, traffic law enforcing power is enhanced, illegal behaviors are cracked down, a good passing order is built easily, and traffic safety performance is improved.
