The mechanical brake device comprises a hanger, a push rod, a brake shoe holder, a brake shoe, an oil cylinder, an oil cylinder support and a spring device, the hydraulic brake system comprises a motor, a plunger pump, a hydraulic system and an energy accumulator, the motor is connected with the plunger pump, the plunger pump is arranged in the hydraulic system, the hydraulic system is connected with the energy accumulator, a hydraulic pipeline connected with the oil cylinder is arranged on the energy accumulator, the hydraulic brake system can drive a cylinder rod to shift, so that wheels are pressed or loosened, and brake and brake removing of the wheels are realized. The industrial and mining trolley locomotive brake system electrically controls the hydraulic brake system to match with the mechanical brake device to collectively act and finish brake and brake removing of the wheels, and emergency brake of a locomotive can be ensured.
