A safe and toxic-free organic zinc salt is employed as a dry-promoting agent for replacing toxic dibutyl tin dialurate (which is liable to cause damages in nervous system, liver and gall in human body). The organic zinc salt is mixed with a curing agent, HDI biuret, and then is subjected to a low-temperature force drying process (or a self-drying process) to obtain the high-performance film-forming substance. In addition, a special high-molecular polymer can be combined with organic silicon molecules on a surface of an old paint film so that an organic silicon leveling agent on the surface of the old paint film migrates to an external surface of the grinding-free vehicle refinishing paint, thereby increasing a surface tension of the old paint film and enhancing an adhesive force between the paints.
