The invention relates to an organic electroluminescent device, a method of manufacturing the same, and an organic electroluminescent light source device. The invention aims to avoid using a glass plate as a sealing layer for sealing an organic electroluminescent element in the manufacturing process of the organic electroluminescent device. The organic electroluminescent device includes an organic electroluminescent substrate (1) and a sealing layer (21). The organic electroluminescent substrate (1) is provided with a top light-emitting organic electroluminescent element (13). The sealing layer (21) covers the organic electroluminescent element (13) and is combined with the organic electroluminescent substrate (1). The sealing layer (21) is formed by a chemical vapor deposition method or a physical vapor deposition method or both of them.
