description In operation control for femto base station apparatuses, a file updating is performed only for an apparatus that requires the file updating and further only when the apparatus requires the file updating, so that the network band can be prevented from being strained. Before the operation control for the femto base station apparatus is performed, the version information of a file necessary for the operation control is acquired. It is then determined whether the acquired version information matches the version information of any one of the files stored in a storage unit. If a match is determined, then the operation control is performed. Contrarily, if a mismatch of version information is determined by a version determining unit, then a file having the version necessary for the operation control is acquired to implement a file updating.
