When the cam is positioned in the second free position the tongue assembly is free to slide along the length of the webbing, and when the cam is positioned in the first locking position a portion of the webbing is clamped between the cam surface and the contact surface thereby preventing the tongue assembly from sliding along the length of the webbing.
