The formula comprises the following raw materials: emulsion-polymerized styrene butadiene rubber, solution polymerized styrene butadiene rubber, high-structure carbon black, a dispersing agent, anti-aging agents, active agents, a vulcanizing agent, accelerants and an environmental-friendly processing oil, wherein the ratio of the parts of the solution polymerized styrene butadiene rubber to the parts of the emulsion-polymerized styrene butadiene rubber is at least 2:1, the ratio of the total parts of the emulsion-polymerized styrene butadiene rubber and the solution polymerized styrene butadiene rubber to the parts of the high-structure carbon black is at least 2:1, the ratio of the parts of the high-structure carbon black to the parts of the environmental-friendly processing oil is at least about 2:1, and the ratio of the parts of the active agents to the parts of the high-structure ca
