The article a lso includes a layer comprising a second quaternary ammonium anti-static agent that is adhered to the first quaternary ammonium anti-static agent. The layer comprising the second quaternar y ammonium anti-static agent has a melting point lower than the first melting point. The pr esent invention also includes a method for making the article.
