The silicone emulsion comprises (A) water; (B) a plurality of particles dispersed in the water comprising a crosslinked product of a diorganosiloxane polymer; (D) a surfactant; and (C) an amount of an oxygen curing compound or a salt thereof effective for the surface modification. If a surface active salt of an oxygen curing compound is used, component (C), it may not be required to add additional surfactant (D) in this emulsion to form a silicone elastomer upon removal of water.
