Suction is applied through an air line (56) to the mouth to draw a flap of the conduit into the mouth. A stretched elastic ring (80) carried on a ring supporting means (12, 86) about the barrel is released by ring releasing means (82) to pass over the mouth and flap to contract about the flap and close or seal the conduit. The mouth (22) is preferably annular and closable to clamp the flap while the ring is being released.
