A specific technical solution is as follows: the method comprises: a first user terminal determines its permission level; the first user terminal sends a first broadcast message, the first broadcast message carrying permission level information of the first user terminal; receive a second broadcast message sent by at least one second user terminal, the second broadcast message carrying permission level information of the second user terminal; determine a user terminal of a temporary server of an APP; and when the first user terminal and the second user terminal as clients of the APP perform point-to-point multimedia communication, perform consultation call on the basis of a standard SIP, perform media transmission using an RTP/RTCP, and perform video encoding and decoding using MediaCodec hard encoding and decoding solution architecture. The present disclosure also provides a communication apparatus.
