The device comprises a vertically disposed enclosure having an upper end through which the rings are received to accumulate in coil form within the enclosure, and a lower end through which an accumulated coil may be withdrawn. There is an elevator platform underlying the enclosure, and first operating device for vertically adjusting the position of the elevator platform between an upper position adjacent to but spaced beneath the lower end of the enclosure, and a lower position spaced beneath the upper position. There is a coil plate carried by the elevator platform. There is also a second operating device for vertically adjusting the position of the coil plate relative to the elevator platform between an upper level protruding upwardly into the enclosure when the elevator platform is at the upper position, and a lower discharge level spaced beneath the upper level when the elevator platform is at the lower position. A coil being formed within the enclosure may be received on the coil plate at the upper level and removed from the coil plate at the discharge level.
