The study aimed to identify the obstacles to scientific research among the members of the board of teaching at universities of the Middle Euphrates, and the study tool was a questionnaire consisting of 71 items distributed on (7) areas while the research sample consisted of (80) a member of the board of teaching distributors on the faculties of Physical Education in the universities of the Middle Euphrates. The study resulted in the outcomes, the most important ones were: building constraints of scientific research scale as well as the existence of research obstacles facing the members of the board of teaching and preventing them to do the scientific researches properly. The most important recommendations were: monitoring necessary for scientific research and the creation of budgets and the board of higher scientific research at the university level; its mission was to take care of drawing scientific research strategies for teaching the members of the Authority.
