We reviewed English language articles published in reputable international journals indexed by Scopus at least Q3, and procedia with Hi-Index value above 50. These articles were obtained from Science Direct, Emerald Insight, Taylor and Francis, and Google Scholars. The author found 40 articles that were relevant to the data need and made a mapping. The research results found seventeen factor inhibiting the development of e-government in Indonesia, these factors are technical and non-technical.
