Guaranteeing actions to protect citizens from real dangers, related to the occurrence of military threats, technical failures and natural disasters, is the most serious of the tasks of the modern state. Considering the protection of citizens, it is currently one of the most serious tasks of the state, and the Police, among others, areappointed to carry out these tasks. There is no doubt that the elimination of crisis and the prevention of their occurrence is an activity that stabilises the social system ininternal and external relations, and the effi ciency of such activity is at the same time a measure of the reliability of the state’s security system, which is composed of many entities and executive institutions of administration.
