Zusammenfassung: | In 2022, Bogotá ended an ambitious reform of urban public transports started two decades ago: after the implementation of the BRT (Bus Rapid Transit) Transmilenio in the early 2000s, the modernization and integration of the whole paratransit within the Integrated Public Transport System was carried out during the 2010s. This was a scaling-up: all public transports are now integrated within a single network, allowing 110-minute illimited transfers thanks to a prepaid card. One of the main goals was to reduce travel cost for the poorest people, who are heavily penalized by long trips. However, the reform was led within the neoliberal framework prevailing in Latin America, without public funding of the operation, which produces high fares and low frequency of the buses except on the trunk routes. Given the increasing individualization of mobility, the growth of two wheelers and the renewal of informal transport in the suburbs, looking for the sustainability of the reform is urgent. In addition, public transport ridership is falling down and the financial resources remain low. |
