description In connection with the need for the transition of industrial production in the Russian Federation to the fifth and sixth technological modes, the prospects of the economic and socioecological development of its mining regions based on the implementation of the cluster approach are considered on the example of Kemerovo Oblast. The methodological principles of the research are proposed; the main ones are: consistency, complexity, dynamism of development, and optimality, i.e. the choice of the best ways of development via combining. The characteristics of economic clusters, the conditions and stages of their formation, and their main types are considered. Special attention is paid to the possibilities of forming economic clusters based on the development of agglomerations in Kemerovo Oblast. The existing experience of creating clusters in Kemerovo Oblast is evaluated. Although clusters began operating, coal, coke, and metallurgical products still predominate in the exports of the region. The formation of a number of promising clusters, first industry-related and environmental ones, later those in the manufacturing and service industries, is proposed. The effectiveness of forming economic clusters based on the concept of sustainable development at the regional level is substantiated. Clusters should be formed within the framework of GOST R ISO 90012015 - improving enterprise and organization performance through initiatives aimed at sustainable development. The clusters proposed for the formation in Kemerovo Oblast are favorable for the innovative development and further transition of the region’s industrial production to the fifth and sixth technological modes. In general, the prospects of the clusters are assessed positively.
