Study on the Permit Standard of Fee-based Home for the Elderly in Urbanization Control Area: Focus on the Standard for Submitting to Development Investigation Committee of Fee-based Home for the Elderly and the Local authorities of both provision and non-provision

This Study focuses on Fee-based Home for the Elderly in Development Permit System. And it aims to clarify the enacted provision in Standard for Submitting to Development Investigation Committee and the fact of approved Fee-based Home for the Elderly in Urbanization Control Area. As a result, we clarify the following. 1)Many of the local authorities have not definite standard of Standard for Submitting to Development Investigation Committee, and its definite standard is also interpreted flexibly. 2)Even the local authorities that have not Standard for Submitting to Development Investigation Committee, approve a Fee-based Home for the Elderly in Urbanization Control Area. 3)The part of its Fee-based Home for the Elderly have not Development Permit.
