Zusammenfassung: | We are currently witnessing the potential emergence of a new type of transnational prisoner. This involves deals signed between national governments that allow those convicted in one country to serve their sentence in another. Such a deal already exists between the Netherlands and Belgium. At present, finishing touches are applied to a similar agreement between the Netherlands and Norway. This article examines recent penal policy in Norway and the Netherlands to consider the circumstances that led to this deal. Finally f it will consider some of the deeper implications of this possibly nascent process of transnationalization of prisoner populations. |
