Organizing for Societal Security and Crisis Management: Governance Capacity and Legitimacy

In this chapter the focus is on governance capacity as seen from the civil servants at central level in ministries and central agencies. This means that the strategic level is more up front than the operational level. Civil servants are definitely in a central position related to governance capacity, since much of the overall organizing of crisis management is based on this level.
